Suggestions for Optimizing a $1000 PC Build

I'm building a PC for a friend with a budget around $1000, but my current estimate is coming in at about $1300 before I even add any case fans! I want to know if this build is solid, and how I can make improvements or adjustments to get it closer to the budget without sacrificing quality. He also prefers a white-themed build. Here's what I've got so far:

- CPU: Ryzen 5 7600 - $159.99
- Motherboard: Gigabyte B650 Aorus Elite AX V2 AM5 - $169.99
- RAM: G.Skill Flare X5 32GB (2x16GB) - $180
- GPU: XFX RX 9060 XT Swift White - $389.99
- SSD: Samsung 990 Pro 1TB NVMe - $109.99
- Case: Lian Li 011 Dynamic Mini V2 ATX Mid Tower - $89.99
- PSU: Seasonic CORE GX-750 750 Watt 80 Plus Gold Fully Modular Power Supply - $99.99
- And of course, Windows 11.
I still need to figure out case fans. Any advice?
