Honestly, the best GPU is often the one that fits your needs and looks good to you. Your build seems balanced, but let me know what you'll mainly be using it for. Some games and applications run better on RTX cards, so if that’s a concern, you might want to think about upgrading to an RTX 5070 or 5070TI if the budget allows.

Sapphire GPUs are generally solid, especially for AMD builds! Everything looks good to me, but I'd recommend considering a TLC SSD instead of the one you picked for better performance.
