Trouble with Performance on New 9070XT GPU

I recently upgraded my graphics card from an RTX 3070 to an AMD Radeon RX 9070XT, and I even installed a new 850W power supply to support it. The initial performance was great, but after about a week and a half, I noticed a huge drop in frame rates. For example, my Cyberpunk 2077 benchmark went from around 170 FPS to just 70 FPS with the same settings! I figured my card might be faulty, so I got a replacement, but I'm still not seeing the performance I had hoped for; currently, I'm only hitting 117 FPS in the same benchmark.

When I was waiting for the new card, I used my old 3070, and it performed as expected without any issues. After installing the new cards, I did a complete driver clean using DDU and made sure everything's up-to-date. I really could use some help troubleshooting this issue. Here are my system specs:
