Troubleshooting No POST and Display Issues on My PC

I'm having a tough time getting my AM3+ system to work properly. My specs are as follows: an AMD FX-8350 CPU, an ASUS Strix GTX 960 GPU, a Gigabyte GA-970A-UD3 motherboard, and I've tested it with two different power supplies. Here's the situation: when I power on the PC, the CPU and case fans start spinning, and the GPU lights up with a white LED and briefly spins at the start. However, there's no display signal, and my keyboard and mouse don't power on either, so the system doesn't complete POST. I've already tested that the GPU and RAM are functional in another PC, tried multiple power supplies, reset the CMOS, and stripped down to a minimal setup outside the case (just CPU, one stick of RAM, and the GPU), but I'm still stuck with no POST or display. I suspect the FX-8350 might have a faulty memory or PCIe controller, but I'm not certain. Any suggestions on what else to check?

Have you checked if everything is seated properly, especially the GPU and PSU connections? Sometimes during a build or swap, it’s easy to miss seating those fully. Also, any idea when the issue started? Did you run into it right after changing components or was the PC working fine before?

I bought it used, and had to install Windows 10 after the seller wiped everything. The PC worked fine before, but I switched out the motherboard and CPU for better ones. After that, the PC wouldn’t turn on at all, and even reverting back to the original setup resulted in the same black screen issue.
