I've been experiencing stuttering in all my games with my 9070XT, paired with a Gigabyte B850 Elite and a 9800X3D CPU. During these stutters, even the coil whine stops, leading me to believe it might be an issue with the GPU. However, I'd like some help troubleshooting this. I've tried a lot of fixes, including tweaking settings and enabling/disabling the Resize BAR feature. One thing to note is that I swapped my 12700K for the 9800X3D without reinstalling Windows. Could that be part of the problem?

From what I've read, you might need a better PSU for optimal performance. It's worth checking if your current power supply can handle your setup properly.
You could try using DDU to uninstall your GPU drivers in safe mode, then reinstall the latest GPU and chipset drivers. Also, consider enabling Hardware-Accelerated GPU Scheduling (HAGS) and disabling Core Isolation and Memory Integrity to see if that helps with the stutters.
Why didn't you reinstall Windows after changing your CPU? With the platform change, you're likely left with old drivers from your Intel motherboard. A fresh Windows install could help clean up the mess.
