I'm looking for a budget-friendly graphics card that performs similarly to the RX 590, but I've noticed that the RX 590 tends to be pretty power-hungry and gets quite hot. Are there any good alternatives in a similar price range?

How much are you considering for a similar price, though? The RX 590 could mean different things to different people depending on your budget.
Definitely go for the GTX 1070 if you can find it. It offers better performance at a similar price, maybe even cheaper in some cases. It uses about 180 watts max.
You might want to check out the GTX 1070 or the 8GB RX 580. The RX 590 is kind of rare, which can drive its price up. The RX 580 has nearly the same performance and usually costs less. Plus, there are a lot of GTX 1070s out there, especially in larger cities, so finding one for under $75 on marketplaces isn't too tough.
The RX 5500 XT 8GB is a solid option! It performs similarly and consumes about 100 watts. I saw one last year for just $10 more than an RX 590. And you can undervolt it to bring the power down to below 90 watts. There's also the 1650 Super, but it's only 4GB. Just be aware that GTX 1070 prices can vary massively depending on where you live.
