I'm an Azure CSP provider and I'm dealing with a few clients who haven't been able to pay their bills. You could definitely start by switching off their tenant access. Disabling services like email, OneDrive, and Cloud can sometimes prompt clients to pay up.
If you really want to address this, you can suspend their services for a while. According to Microsoft, after 90 days of non-payment, you have the option to remove their access entirely.
