The component choices look good, but for storage, consider a 4TB SSD if they’re looking for speed over capacity. You can get decent ones under $250. If you're just using the P3 Plus for the OS, keep in mind that there are better options for more demanding tasks.
Generally okay, but I personally wouldn't recommend an 850W PSU unless you're going for a high-end build. This system won’t be using that much power, especially if the total is under 400W from Newegg's estimates. A reputable 650W PSU would be a much better choice.
Nice build overall! Just be aware that if you choose the MSI MAG B650 TOMAHAWK motherboard, make sure to check the BIOS version to ensure compatibility with the Ryzen 5 9600X processor. Updating it might be necessary.
Looks like a solid build, though I'd suggest looking at a GPU upgrade. A 16GB video card would definitely give better performance for the same price point. Also, for PSU, an 850W might be overkill since you likely won't need that much power for a 4060 Ti.
