The used market is your best bet lately for under $250. Definitely consider an RTX 3070 or something similar, like a 2070 Super.

You might snag a used 3060Ti or even a 2080 on eBay for just a bit over $200. These should handle Helldivers 2 at medium settings really well, possibly giving you around 90 fps on average.
