I recently found out that someone has my IP address and, according to them, they shut down my WiFi for a few minutes. Now they're threatening to keep disrupting my service for days and even leak my information online. I'm really concerned and not sure how to handle this. Can anyone offer some advice?

Honestly, don't sweat it too much. These types of threats are usually empty. Just restart your router for about 5 minutes, which should give you a different IP address since ISPs change them often. This way, they won’t be able to keep doing anything to your connection. If it’s a personal line, feel confident you’re safe!
