First off, how's your CPU cooling setup? If that’s the main issue, you might want to tweak some voltage or clock settings, or even repaste the CPU again. If you're still looking to upgrade, check if there's a Microcenter nearby; they often have great CPU/mobo/RAM bundles for under $1000.
