I'm using an RTX 5070 and I've noticed that my GPU occasionally makes a quick "whirr" noise, almost like it's powering up, even when my PC isn't under heavy load. This sound mainly occurs right after I turn on my PC or when I'm running just a few programs. I also noticed that the GPU clock speeds spike around the same time as the noise. This issue seems to have started after I installed Fan Control software, which I uninstalled to see if that would help, but the fans on the GPU aren't actually spinning when the noise happens.
