I'm looking for a 650W power supply for my upcoming build that includes an AMD Ryzen 7 5700X processor and an RX 6700XT graphics card. Any recommendations on which PSU would be the most reliable and efficient?

If you're on a budget but still want good quality, I recommend the Corsair CX 650. It’s a solid choice for what's out there.

I've been using the Corsair RM650 (2023 version) for my setup and it's great. Just a heads up, steer clear of the 2025 RMe version; some users reported a weird clicking noise from it, although it's been confirmed by Corsair that it's not dangerous, just a bit annoying.

I heard that clicking might be due to the fan kicking in and out, which could be what's annoying people.

For a mix of quality and price, you can't go wrong with the Adata Core Reactor II. If you're looking to save some cash, the Adata XPG Kyber or the Corsair CX Black Label are also great options. The MSI MAG A650BN is worth considering too!
