I'm trying to find a good GPU for running games at 1440p with a 170Hz refresh rate. Currently, I have a 3080 and I'm considering either getting a 9070XT or a 5070TI. I understand that the 5080 or 5090 would be ideal, but I don't want to spend a ton of money or go overboard. Ray tracing isn't a priority for me, and I have 32 GB of RAM along with a 5800x3d CPU.

While the 9070XT seems to be the popular pick, if you're looking for features like DLSS and MFG, you might want to consider them too. But honestly, the 9070XT should serve you well and could be more budget-friendly than you think!
True, DLSS and MFG can help with pushing those FPS, but the 9070XT matches up performance-wise and can be cheaper, plus it has driver-based frame generation.
