I'm hoping to build a gaming PC for under $700 CAD (which is about $510 USD). I already found a used 1080p 144hz monitor for $85 CAD and a used 3060 12GB GPU for $300 CAD. I'm looking for suggestions on what else I can combine with these pieces to stay within my budget. Are there any better components I should consider?

Depending on where you live, I was able to find a 3070 for around $300 CAD. If you bargain well, you might be able to get some excellent deals on CPU, motherboard, and RAM bundles. Building a solid system for $700 CAD is totally possible if you shop wisely and consider used parts.
Is your total budget of $700 CAD supposed to include the parts you already mentioned, or is that just for building the rest of the system?
Where are you located? I've seen some amazing deals on marketplace for builds like the 3060 and 3060 Ti. For instance, there’s this deal for around $400 CAD: Ryzen 7 5800X CPU, Gigabyte RTX 3060 12GB GPU, 32GB DDR4 RAM, X570 motherboard, CoolerMaster liquid cooler, 1TB M.2 storage, and a PSU. It’s a great package for the price!
Wow, that sounds awesome! Can you send me the link to that?
Look for used components like an AM4 motherboard, RAM, and a CPU. I personally use a Ryzen 5600X and a 6750XT for my 1440p gaming setup, and it runs great! Do you need a case and power supply too, or do you have those already?
Yeah, I need everything!
You can build a solid base setup for around $250 CAD on PCPartPicker. I'd recommend checking it out and posting your build link here for some feedback.
It should include all the parts listed for the GPU. I guess maybe not the monitor, but definitely the GPU, so I have around $400 CAD left for everything else.
