I prefer using a rechargeable duster. I do hold the fan in place, but that's more about extending the life of the bearings than anything electrical.
For the last two decades, I've relied on air compressors for cleaning. I started with smaller ones, but now I just use my larger garage compressor. Just watch out for moisture or oil if your setup isn't filtered well. I've never damaged anything, except maybe losing a barcode label here and there.
I just use a leaf blower—seriously! It's quick and gets the job done without any fuss.
You can hold the fan blades if you want, but most computers have safety diodes that stop current from flowing backward, so it's usually not a big deal. Personally, I like to blast the insides with canned air and make sure not to let any dust settle back into the case.
