I'm thinking about ordering the Seasonic VERTEX GX-1200 - 1200W - 80+ Gold from Amazon since it isn't available locally. However, the listing still mentions ATX 3.0. I've heard some people received the ATX 3.1 version instead, so I wanted to check if there's any way to ensure I get the newer version when ordering it online.

You can't really guarantee you'll get the ATX 3.1 from Amazon. If you end up with the 3.0 model, just return it and try again. Honestly, the differences between the two standards aren't huge, so it might not even be a big deal.
