I'm having serious issues with my Start menu not appearing or being super slow when I try to use it. Are there any reliable methods to restart my PC without needing to access the Start menu?

You can hit Windows + R to open the Run dialog, then type in "shutdown /r /t 0" to reboot your system instantly. The '/r' means to restart, and '/t' specifies the time before restarting—setting it to '0' means it starts immediately!
Another quick method is to use Win + R and type "shutdown -r -t 1". This also reboots in one second. Adjusting the 't' value lets you change how long until it restarts, so you can modify that if you need a delay.
You can also click on the taskbar and press ALT + F4, which should bring up the shutdown options, including restart.
If you're on the desktop, Alt + F4 can also be useful. Just press that combination a few times and it should bring up the option for restart after closing open windows.
You can try pressing Ctrl + Alt + Delete and follow the prompts to restart. Another easy option is to just press the restart button on your PC directly. If that doesn’t work, holding down the power button is a last resort to force a restart. Lastly, you can run the shutdown command using the Run dialog.
