If you're looking for the biggest boost in gaming performance, upgrading your GPU would be the way to go. However, for your budget of £400, there isn't really a strong upgrade available. The cheapest new RX 9070 is about £470, and it's not that much faster than what you already have.

Ideally, you should stick with your RX 7800XT for now and consider upgrading to the 9070XT when you're ready to spend a bit more. If you're big on competitive games, upgrading to a 9800X3D for around £400 might help, but just keep in mind that you won't be able to fully utilize it with your current motherboard.

What types of games are you playing that your current setup isn't handling well? I used to have a Ryzen 5600 with a 7700XT, and it ran 1440p ultrawide high settings just fine!

Honestly, for £400, you won't see much in terms of performance gains unless you spend closer to £500 on a new GPU since it sounds like you're GPU bottlenecking right now.

Are you focused primarily on gaming? What resolution do you usually play at? If you can stretch your budget a bit, keep an eye out for deals on the 9070XT, which might drop to around £510 during sales. Alternatively, the Nvidia 5070 is a good option at about £430-450, but it has 12GB of VRAM, which could become an issue for higher resolutions in the future.
