I recently scored some laptops that don't come with an operating system, and now I'm looking to buy several licenses for Windows 11 Pro. I noticed that the Workstation versions are cheaper. Are there any significant downsides to using Windows 11 Pro for Workstations instead of the standard Windows 11 Pro? Also, can I use a Windows 11 Pro for Workstations key to activate Windows 11 Pro?

You should have no problem activating Windows 11 Pro with a Pro for Workstations key. They should work interchangeably without any hassle.
From what I've read, the main differences between Windows 11 Pro and Pro for Workstations are pretty minor, like extra language packs and some enhanced RDP services. Some people don’t really consider those significant unless you're dealing with advanced workloads.
Also, remember that language packs are really only an issue with the Home Single Language version.
