I'm looking for the most budget-friendly portable device that I can use for running Linux Mint and still achieve 30fps in Ultrakill. It could be something like a tiny PC (like a Raspberry Pi that I can attach to a small screen), a laptop, or anything similar. My main uses will be for school, so I need it to be as cheap as possible.

The best value for money will probably be a second-hand laptop. They drop in value quickly, and you can often find decent models for around 20 euros. Just be ready to maybe upgrade the SSD and clean it up a bit for better performance. For gaming, check the specs carefully online to see if it can handle Ultrakill at 30fps! You can usually find all the details you need by googling serial numbers.
Your best bet is probably going for a low-cost Chromebook or a basic laptop, which should run you between $200 to $300. Alternatively, you could consider the base version of a Steam Deck and install Mint on it.
Do you know anyone who might have an old laptop they could give you? It’s a great way to save some cash.
No luck? I’d suggest looking for old used laptops in your area—they can be surprisingly affordable.
For true portability, a laptop is your top choice. While they can get pricey, you could try building the smallest possible PC. Check out what Zach from Tech Tips did with a minimal fan GPU setup!
Here’s a link to a potential build: https://pcpartpicker.com/list/PYnXKq. You could go for a super compact case and consider a 1-fan GPU for size!

Used ThinkPads might be a better option, plus they can be cheaper!
