In my experience, they both perform similarly, but the 3600 has more cache. However, if the price difference is minor, I'd lean towards the 5500 due to its newer architecture.
If your budget allows, consider going for the Ryzen 5 5600 instead. It's not much more expensive and has double the L3 cache, which can help with performance in the long run.
I opted for the Ryzen 5 3600 because I heard the 5500 only has 8 PCIe lanes, which could be limiting. Just a heads-up, it can run hot; I see around 75-80°C with stock cooling during gaming.
