I'm considering getting either the RTX 3080 or the RX 6800 XT for $350. The 3080 has 10GB of VRAM while the 6800 XT offers 16GB. Which one should I choose, or is there another GPU that might be a better option in the ~$400 price range?

I'd definitely go for the 6800 XT! It's generally better and the extra VRAM will help in newer games. The 3080 might run out of VRAM before it even hits any performance limits. Have you thought about checking for a 7800 XT? It might be around $400 and offers slightly better ray tracing and efficiency!
It's a tricky choice! While the 6800 XT has that nice extra VRAM, the RTX 3080 supports DLSS which can give you a strong edge in performance. If you can hunt down a 3080 with 12GB or even a 3080 Ti within your budget, that could be worth considering!

Yeah, the 6800 XT is solid, but don’t forget that all Nvidia 30 series cards can use FSR as well. If you can access a 12GB version of the 3080, that might be your best bet in terms of both performance and upscaling tech!
I'm with you on the 7800 XT; it's a great card, but I can't find any close to $400 either.
