I'm upgrading my setup and trying to decide between the 7800XT and the 9060XT 16GB for playing Borderlands 4 at 1080p. My current CPU is a 2700X, and while I know I should upgrade that too, I want to get the GPU sorted first. I have 16GB of RAM, but I'll be upgrading to 32GB by the time I get the new GPU. Which one would you recommend and why?

If you're looking at price, the 9060XT is the better option right now, especially in the US. Plus, it natively supports FSR4, which is a nice bonus.
The 7800XT is faster in raster performance, but the 9060XT is newer. If efficiency matters to you, the 9060XT uses less power and also natively supports FSR4, which is a plus.
What GPU do you currently have? Also, what's your overall budget and PSU rating? If you're looking at around €450 for a used 7800XT, that's comparable to a new 9060XT, which is why you're torn, right?
I'd go with the 7800XT. It has more raw power and supports FSR4 with Optiscaler. It’s definitely overkill for 1080p right now, and if you ever want to play at 2K, it’s a beast at that resolution too.
I’d recommend the 9060XT since it’s newer, more efficient, and it supports FSR4 right out of the box. The 7800XT can do FSR4, but you might see a bigger performance hit, so keep that in mind.
