Which is the Better Buy: 9070XT for $928 or 7800XT for $735?

I recently built a system with a 7800X3D and got a refurbished 7800XT for $655, but unfortunately, it arrived broken. They're out of stock now, so I was offered a replacement 7800XT for $735. That price is getting close to the 7900XT or the 9070XT, and I'm debating whether I should just spend a little more for one of those options instead. I'd like to keep the total under $950 and I need at least 16 GB of RAM, so that rules out the 5070. Anyone have thoughts on which card offers better value?
