Why Am I Being Charged by Apple After Adding My Card to Apple Pay?

I'm new to iPhone and recently added my debit card to Apple Pay. However, I noticed a $65 charge from the Apple website on the same day. Can anyone help me understand why this happened? Until I figure it out, I'm hesitant to use Apple Pay again.

Apple usually doesn't charge you for adding a card to Apple Pay unless you approved a purchase. Check if you've signed up for any service that costs $65 recently. That might explain the charge.

I tried to check, but the charge was declined. I was charged again, but it just got declined again this morning. I'm really confused about why I'm being charged without any explanation.
