I just ordered a 9070XT and currently have an Intel i5-11400. I play games at 1080p, and I'm worried about possible bottlenecking. How noticeable will it be? Also, I have a Seasonic GC 650 non-modular PSU, and I'm not sure if I have the right PCIe cables for the GPU. Could you provide some tips on CPU upgrades too? I plan on getting a modular 850W PSU in the future, but I hope my current setup lasts until then.

Just try installing the GPU and see how it runs. If you're happy with the performance, then you're good to go! If you find it lacking, then it might be time to consider a CPU upgrade.
You mentioned that the card is the Sapphire Pulse. For that card, you'll need two PCIe 8/6 pin cables. Since your PSU is non-modular, you’ll have to make sure that the cables it comes with are compatible. Double-check that!
Consider getting a 1440p monitor! It might help defer a CPU upgrade for a while. But do keep an eye on the PSU; 650W can be a bit tight for the 9070XT. It’s generally recommended to have at least 750W, or even 850W for some models. You should upgrade your PSU as soon as possible.

I’ve heard some users getting by with a 650W supply, and my CPU isn't a huge power draw. My concern is more about whether my PSU has the correct cables needed for the 9070XT.
