I'm seeing my network speed listed at over 400 Mbps, but actual download speeds seem to be just 20-30 Mbps. There's only one other device on the network, and speed tests confirm the high numbers, yet I've taken over two hours to download a 30GB file. What's going on here?

What are you downloading? Sometimes the download speed can be throttled by the server you’re downloading from, which might be what's happening here.
Most speed tests measure in bits, so 400 Mbps translates to 50 megabytes per second. If you're seeing 540 Mbps on the test but your task manager says only 20 Mbps, there might be some discrepancies in what you're really able to pull down.
Keep in mind speeds can fluctuate, and other factors like network congestion can also slow down your actual downloads, even when your connection looks good.
Just because your internet shows 400 Mbps doesn't mean the server is allowing that speed. Your average speed from the server could be closer to 33 Mbps, which is why you're seeing low download rates.
