Why Am I Experiencing Low FPS and High GPU Usage With V-Sync On?

I'm having a frustrating issue with my gaming PC and could really use some guidance. Despite having an RTX 4070 and an Intel i5-12600KF, I'm seeing lower FPS than expected in various games. Here's the rundown:

1. In games like Valorant, I only get about 200-300 FPS, which feels low for my setup.
2. V-Sync is a must for me; without it, gameplay is choppy and unplayable, with noticeable stuttering and tearing.
3. My CPU usage hovers around 20-40%, while GPU usage barely hits 5-10%, and the GPU temperature is just 36°C.
4. This same issue occurs in CS2, and even when FPS is high, it looks like it's running at 40 FPS when V-Sync isn't enabled.

I'm starting to think there might be a mismatch with my components or perhaps an issue with my monitor or frame synchronization. Here are my specs:
- GPU: RTX 4070 12GB
- CPU: Intel i5-12600KF
- RAM: 16GB
- System: Windows 11

Having to enable V-Sync could indicate a monitor issue. If your PC is pushing out frames faster than your monitor can handle, V-Sync might be trying to sync them up, hence reducing FPS. What's your monitor's max refresh rate, and is it set correctly in Windows? Also, remember to check your power settings. If power management is on a balanced or power saver mode, it might underclock your CPU and GPU. Switching to 'best performance' can sometimes solve these issues. I went through and adjusted everything as you suggested, including the power settings, V-Sync, G-SYNC, and GPU settings, but I'm still not getting the desired results. Any other tips?

Are you sure you're using DisplayPort? If you're on HDMI, check your Windows 'Advanced display' settings to see if your monitor is accidentally set to 60 Hz. That could definitely limit your performance.

Yes, I'm confirmed that I'm using DisplayPort and my monitor is set to 165Hz both in Windows and in the NVIDIA control panel.
