Why Am I Getting Low FPS and Stuttering on My Gaming PC?

Hey everyone,
I'm running a pretty robust setup with an RTX 4070 and an i5 12600k, and while I usually get around 170-180 FPS in games like Valorant and CS, I've noticed my 1% lows drop to about 100, and sometimes even down to 80 in CS. It's especially frustrating in AAA games like Black Myth: Wukong, where I experience stuttering at certain points.

I'm gaming on a 2K resolution and have recently switched to a 3440x1440 monitor, but even when I drop down to 1080p, my FPS doesn't really change. I've updated my drivers and tried everything I can think of to boost performance and stability, including using Process Lasso. Strangely, my performance seems similar on both Windows 10 and 11.

Here are my specs:
- CPU: i5 12600k
- Motherboard: Gigabyte B660M Gaming X (no CPU overclocking)
- RAM: 32GB DDR4 3600Hz (XMP enabled)
- Storage: 3 SATA 3 SSDs with games installed on these
- Cooling: NZXT Z53 AIO
- Cleanliness: I keep my PC pretty dust-free.
