Why Am I Getting Low FPS with a High-End Gaming PC?

Hey everyone! I'm facing some major FPS issues in multiple games, even though my gaming rig is pretty powerful. Here's what I'm working with:

- Intel i9-10900K
- NVIDIA RTX 4080
- 64GB DDR4 RAM running at 3887 MHz (which I had to tune manually since XMP didn't work; it's rated for 4400 MHz)
- MSI Z590 Gaming Force motherboard (second-hand, with some problems like non-working SATA ports)
- Two NVMe SSDs for Windows and games
- Two 32-inch 240Hz monitors (one vertical, limited to 60Hz)

Here are my FPS numbers:
- No Man's Sky: around 100 FPS on planets, 150 in space with DLSS
- Warframe: 100-120 FPS (my old RTX 2060 gave me 250-300 FPS)
- Minecraft (1.18/1.19): about 100-120 FPS, no shaders
- Valorant and CS:GO are the only ones running at full expected FPS

I'm wondering why it feels like I'm not getting the most out of my 4080 when the GPU usage hardly reaches 100%. The temperatures are normal and there's a slight 10-15% CPU bottleneck.

I've already tried a fresh install last week, did a clean NVIDIA driver install, optimized Windows settings (disabled unnecessary services, enabled game mode, etc.), and set my power settings to max performance. I suspect my BIOS might be outdated, but I'm hesitant to flash it because of the motherboard's sketchiness. Any thoughts? I can provide logs or benchmarks if needed!

Are you using an HDMI cable? Sometimes that can limit your FPS. If you're using an HDMI cable for your main monitor, switching to a DisplayPort might help!
