Why am I getting low FPS with my 3060 Ti and R7 5700X?

I'm having trouble with low FPS on my PC games even though my specs should handle them just fine. I have a 3060 Ti and an R7 5700X, but in competitive games like CS2 and Fortnite, I'm seeing FPS drop down to 90 and 100, while my CPU is only using about 40% and my GPU around 20%. I play on stretched resolution and have everything set to low. The only time I get satisfactory performance is with AAA games where my GPU runs at about 90% usage. I do some AI work on this PC where both the CPU and GPU hit 100%, so I know they can perform well. I also have a 240Hz monitor, and I feel like my PC is underutilizing its capabilities for gaming. Any suggestions on what might be causing this issue?

Double-check your display connection; make sure your monitor is plugged into the GPU and not the motherboard. Sometimes, a fresh Windows install can fix these types of issues, especially if you're experiencing weird performance drops.

Have you checked your RAM speed? If it's running lower than advertised, like 2133MHz instead of 3600MHz, you could be losing performance. Ryzen CPUs can be really sensitive to RAM speed.
