Why am I getting low FPS with my CPU and GPU barely working?

I'm playing Black Ops 3 on my PC with an AMD Radeon RX 640 and an Intel i5-6600 running at 3.30 GHz. I notice that all four CPU cores are running at about 30-50% usage, and the GPU is also around 40-50% usage, yet I'm only getting about 30 FPS, especially at 4K resolution. Any thoughts on why this is happening?

Have you checked your VRAM utilization? At 4K, games can demand a lot more VRAM than your GPU might have, causing it to grab data from slower system memory, which can really throttle performance. Make sure to look at your texture settings too; higher resolutions could push you to the limit. Also, how's your RAM looking? Running out there can really slow things down as well.

Why are you even trying to run it at 4K? That can seriously bog down performance, especially with your current setup. Lowering the resolution might help you get better frame rates.
