I recently upgraded to an MSI RTX 5070 2X Shadow OC graphics card, but I'm experiencing lower FPS in several games compared to when I had my GTX 1650. For example, I'm getting around 130 FPS in Valorant, 150 in CS, 60-70 in GTA 5, and 80 in Marvel Rivals. My setup includes an Intel Core i5-10400F processor, 16GB of DDR4 2666MHz RAM, and a mini ATX H410M-K motherboard. Is this a normal frame rate for this GPU? What could be causing this issue?

You might need to update your PSU since you upgraded from a 1650. Make sure it's delivering enough power for the new GPU.
Absolutely, your CPU is likely causing a significant bottleneck. Even if your CPU is running at 50-60% usage, it can still limit your overall FPS when gaming.
It's pretty strange to see lower FPS with that card. It could be a CPU bottleneck, which means your i5 might be limiting the GPU's performance. Try uninstalling your old drivers using DDU and then reinstalling fresh drivers. Also, check your BIOS settings—make sure your PCIe speed for the GPU is set properly instead of leaving it on auto.
I did a complete Windows reinstall just to be sure.
Definitely check if you can overclock your CPU or need to consider a CPU upgrade if those numbers aren't what you expected.
I had a similar experience when I switched from a 3080 to the 5070ti. I had to adjust my BIOS settings to change the PCIe configuration from Gen 3 to Gen 2, and that stabilized my performance. It might be worth experimenting with those settings; sometimes changing from 4x to 3x or 3x to 2x helps.
