Why Are My Games Lagging After Upgrading to an RTX 3080?

Hey everyone! I recently made the leap from a GTX 1660 Super to an RTX 3080, and I was expecting a significant performance boost, yet my games are lagging more than ever. I've even lowered the graphics settings, which helps a little. The strangest part is that Red Dead Redemption 2 is only running in portrait mode instead of landscape – it's supposed to be my test game for performance!

Initially, I thought the problem might be my monitors since they're not 4K, and I tried using NVIDIA's tools to force 4K, but that seemed to mess up RDR2. I even switched to my TV as a monitor, and that worked better.

I've done some troubleshooting and suspect I might be experiencing a CPU bottleneck, though a more knowledgeable friend of mine isn't as convinced, claiming that bottlenecks don't usually present this way. My CPU is definitely running hot, which got me thinking.

I'm looking for any tips on fixing the issues with RDR2 and how to diagnose what's causing this lag. I've already tried using DDU, and even older games like Age of Empires 2 are running worse, so I'm really puzzled. Any advice would be greatly appreciated! Thanks!
