Why Are My PC Fans So Loud Even on Silent Mode?

I recently built a new gaming rig with high-end components like the ASUS X870E Crosshair Extreme motherboard, Ryzen 9950X3D processor, 64GB DDR5 RAM, XFX 9700 XTX graphics card, and Noctua NH-D15 cooler, all paired with Be Quiet Lightwings fans. Despite setting everything to silent mode in the BIOS and other software, the fans still ramp up and become very loud at times. I'm planning to install an AIO cooler soon, but first, I'd like to figure out how to address this fan speed and volume issue. Does anyone have suggestions on what I should check or adjust?

The silent settings in the BIOS usually still allow the fans to reach near max RPM eventually, just at a later point. If you want to solve this, creating a custom fan curve with a lower max speed can work wonders, especially for case fans.
