My boss asked me why there are so many user accounts showing as 'office 365' in our Exchange EAC, especially when these accounts don't have any MS licenses, and thus, no mailboxes. We're operating in a hybrid setup, with all the mailboxes hosted online. I've ensured that our Active Directory is current, with no lingering objects. I thought Exchange only displayed accounts with associated mailboxes? What gives?

You're dealing with remote mailboxes! However, keep in mind there might be lingering accounts that aren't even active anymore. If they've been out of the company for a while and don't have a license, they could still show up. You might want to follow up on cleaning those up.
It sounds like those accounts are likely on-premise remote mailboxes that are used for routing. If you remove the license, the Exchange Online mailbox should disappear, but you might need to do some cleanup on the on-premise remote mailbox settings as well.
