I recently had a motherboard failure on my laptop and to salvage my data, I purchased an NVME enclosure. However, when I connect it to my PC, I'm met with an 'access is denied' error, indicating that the drive isn't accessible. Attempting to check for errors yields a message that Windows can't access the disk. I've also tried connecting the enclosure without the NVME installed, thinking Windows might need to install drivers first, but the PC doesn't recognize the enclosure without the NVME. Is this issue because the drive had Windows running on it while it was in the laptop?

It sounds like your issue might be related to BitLocker encryption if the drive was previously used in your laptop with Windows. You should check if BitLocker was enabled on that drive, as it could be causing the access restrictions you're seeing. If it is encrypted, you'll need the recovery key to access it.
Could you share some screenshots of the error message you're encountering? Also, does the drive show up on your PC at all? If it does, can you access it right away, or are you met with the access denied error immediately?
