Why Can’t I Enable Windows Defender?

I'm having a tough time getting Windows Defender to turn on. The shield logo appears, but that's as far as it goes. I've tried safe mode, numerous online commands, and I can't even manually start the service or set it to start automatically. I've even reset my operating system, but nothing has worked. Currently, I'm running the malicious software removal tool, but I'm feeling pretty hopeless about the situation.

Could you have another antivirus program installed? Sometimes they can interfere with Windows Defender.
