Why can’t I open HEIC files on my Windows 11 machine?

I got a call from a user saying they can't open HEIC files that were sent to them. This is confusing because it's 2025 and I thought this issue was resolved ages ago. I tried opening the file on a brand new Windows 11 setup and it worked perfectly. However, the user's machine is running version 23h2, and it won't open the files. I even checked an old Microsoft Store link for help, but it says it's not compatible. Is there something that was fixed in later updates?

Irfanview is another option you can consider. It’s straightforward and supports various formats, including HEIC.

Honestly, it’s a frustrating situation. You'll probably need to use a third-party application unless you have enterprise versions of Windows from Microsoft. It's a pain.
