I've been using the Files app on my iOS device mostly for basic tasks, but I've run into a problem. I have a folder with 12 documents representing each month of the year, and I want to arrange them in a specific order. Why can't I manually organize these files the way I want?

On iOS, files tend to be sorted automatically by default, which can be frustrating if you're trying to arrange them in a specific way. Unfortunately, the app doesn’t allow for manual sorting like you might want.
Have you tried changing the way you name your files? For example, if you start each file name with the year and month, like '2022-01 January' and '2022-02 February', that might help enforce the order you want!
I usually name mine like that too! January 2012, February 2012, etc.

Apple really should address this issue.
