Why can’t I wipe my phone clean for a return?

I'm trying to return a phone to my carrier just five days after buying it, and it's been a total headache! Apple says they can't wipe it clean. I'm losing my mind here and I want this situation resolved. Has anyone else faced this issue? What can I do?

Apple mentioned it was wiped, but when I took it back to the carrier, they said it’s still locked.
