I have a setup with three computers connected via Ethernet on a private network. PCs 1 and 2 can access each other's folders, and they can also access the shared folders on PC 3. However, PC 3 has trouble accessing the other two computers. Whenever I try to access their files from PC 3, I get an error message saying "Windows cannot access...". All three computers can see each other on the network, but it seems like only PC 3 is experiencing issues accessing shared resources. I'm not sure what's causing this problem, and I could really use some help figuring it out!

Have you checked the firewall settings on PC 3? Sometimes firewalls block access to shared resources, so you might need to tweak those to allow file sharing.
Double-check that your IP addresses are correctly configured. All PCs should be able to access the internet and ping each other. This can help identify any network configuration issues.
First, check if all computers are in the same workgroup. It sounds like PCs 1 and 2 can see each other and PC 3, but not vice versa. If they can see PC 3 in File Explorer but can’t access shared folders, that's a clue. Also, ensure that the file sharing settings are adjusted correctly on PC 3.
It could also be user account settings on PC 3. If you're using a different Microsoft account, make sure it's added to the sharing permissions of the folders you're trying to access.
