Why can’t my PC enter sleep mode unless I close Windows Command Processor?

I'm having trouble getting my PC to enter sleep mode. The only way I can do it is by removing Windows Command Processor from the Task Manager. I'm curious about why this is happening and whether it's safe to keep closing Windows Command Processor every time I want my PC to sleep.
