I touched my PC case and got shocked, which left a bright blue light at the point of contact and lit up my keyboard. My keyboard was wired and had battery power, but my PC was completely off. This has never happened to me before, and I'm concerned about whether I should be worried about this incident.

Sounds like a static shock to me! If you have carpet, that could definitely be the culprit. It's why people use grounding bracelets when working on PCs. The keyboard lighting up means there was some serious static going on, but it seems like you got lucky this time!
I actually have tiles but I stand on a fiber chair mat. I was lying down right before I went to turn my PC on. Glad to hear my PC is fine!
