Why does my FPS feel choppy below my monitor’s refresh rate?

For over a year now, I've been dealing with a frustrating problem: in games, when my FPS drops below my monitor's refresh rate, it feels like I'm getting only 20 to 30 FPS, even when my actual frame rate is much higher. I used to have a 100 Hz monitor without FreeSync, and gameplay felt choppy even at 90 FPS. I recently upgraded to a 180 Hz monitor with FreeSync, hoping it would solve the issue, but I'm still experiencing the same problems. I can only enjoy smooth gameplay at 120 FPS or higher; anything below that feels stuttery. I know that 100 FPS isn't the same as 180 FPS, but I didn't expect such a drastic difference. I've tried various settings, V-Sync modes, and updated drivers, but nothing seems to work. Has anyone faced a similar issue, and what could be causing this? Any troubleshooting tips would be most appreciated.

What kind of PC setup are you running? Is this FPS issue happening across all games, or just some of them? And by the way, what’s your GPU utilization looking like when this happens?

The problem happens in all games, and my GPU usage hovers around 50 to 70%. My specs are pretty decent: I've got an RTX 2060 Super, a Ryzen 7 5700X, and 32 GB of RAM.

Have you verified that FreeSync is actually functioning? Sometimes, it can be finicky. You might want to double-check your monitor's settings to ensure it's enabled correctly.

I did check, and it seems like the refresh rate keeps fluctuating and doesn’t stay locked at 180 Hz. So I’m not sure what’s going on.
