Why does my Windows installation media show a weird orange screen?

I created a Windows installation media using the tool from Microsoft's website to repair my computer. However, when I boot from the USB drive, the Windows logo appears for just a second, then it shifts to an orange screen with white vertical lines. After I hit enter, the logo briefly shows again before the orange screen returns. I can access the BIOS, but I can't seem to get into my operating system at all. What could be causing this?
