I recently purchased a second-hand TUF 4080 Super and Intel 14900k bundle, and while my CPU is performing well, I'm experiencing major issues with my GPU. It's consistently running at 99% utilization but I'm only getting under 30 FPS, even with demanding games like Cyberpunk and older titles like Classic WoW. In fact, I ran a 3D Mark test and scored just 690 with an average of 7 FPS, whereas the average for my setup should be around 6574. My GPU's HDMI output is also non-responsive; I'm using a 42" OLED with a DisplayPort to HDMI adapter due to my monitor not supporting DP. I've tried multiple troubleshooting steps including reseating the GPU, updating the BIOS, and enabling Resizable BAR, but none have resolved the issue. Any suggestions would be greatly appreciated!

It sounds like your GPU might be stuck in a protection mode. I noticed that your clock frequency is only 210 MHz, which is really low.
