I had a similar issue with an older laptop. Have you tried adjusting the processor usage in the advanced power options on Windows 10? Setting it to 99% can sometimes help by preventing Hyper-Threading from getting involved. If that doesn't help, checking the BIOS settings for CPU power options might be worth a shot!
Honestly, these gaming laptops can be pretty noisy, especially if it's a budget model. But if it’s new, you shouldn't have to deal with this level of noise. Make sure the laptop’s model is noted; sometimes cheaper builds aren’t well optimized for cooling.
