I'm trying to reduce the size of my C drive, which is 460GB overall, because I want to create a new partition with about 200GB. I previously shrank it by 15GB to make a D drive, but now I can only shrink it an additional 11GB, despite having sufficient free space. I've done a bunch of things to try and resolve this: I disabled hibernation, turned off the page file, disabled system protection, cleared space with Disk Cleanup, and switched off real-time protection. However, the amount of space I can shrink doesn't seem to change. Does anyone know a dependable way to shrink the C drive beyond this limitation?

I'm honestly surprised you were able to shrink it at all! I just have big drives these days so I’m out of the loop when it comes to partitioning.
What’s the total number of partitions you have? Also, is your drive MBR or GPT? If it's GPT, that might have something to do with it. Just curious.
It sounds like the reason you can’t shrink the drive more than 11GB is because there’s still data reside in that area of the disk. I recommend using a GParted boot disk, as it tends to handle things better in this case.
I haven't bothered with partitions in ages, my drives are huge like 2TB and 8TB. But managing smaller drives definitely helps with organization and security!
